can I play local co-op with a 1.1 Mario kart 7 CIA and just a stock 3ds ROM will that work?

Yes but it only fixed some bugs for online gaming.I think local gaming works. Try it out
Or update the other game.

the 1.1 update fixed glitches which made some laps end in 2 seconds, so I really doubt it. Why not just try?

I cant update the other game because its on an older firmware without access to eshop running gateway not CIA files

It won't work, you will need the same update.. duhhhh
