. I tried to "make" it, but I keep getting the error that ft2build.h cannot be found. It appears to be a Windows-only file, when googling it.

iirc ft2build.h belongs to freetype framework.

that library should go inside c:/devkitpro/libogc/include folder (most headers are called following a tailored structure)
IF #include <ft2build.h>.
that is if you supposedly use the latest devkitpro to compile that resource
