ROM Hack Is This Normal?

So I downloaded a cia off of the Internet (Kirby Battle Royal) and when I tried opening it said it was restricted by parental controls (I only have the one for eshop purchases) Is that normal for this game?

I'm not 100% sure about this, but if it's a cartridge dump converted to a CIA, the age restriction may not have carried over during the conversion. This means that if you have parental controls enabled, they see this as an unrated title, therefore prompting you for your credentials.
