So I downloaded a cia off of the Internet (Kirby Battle Royal) and when I tried opening it said it was restricted by parental controls (I only have the one for eshop perschases) Is that normal for this game?

You won't have to worry about getting a virus from 3DS related files. Worst case scenario is that you get a bad dump, and the game begins to crash at random times.
