have been out of the 3DS scene because of Switch and I was wondering if Luma was still being worked on because the latest release was last year.

If there is nothing to improve, there is no reason for updates. It is being worked on when it is needed (when ninty fixes it occasionally)

Yep, the reason for it to have less frequent updates is because there's little to improve now, at it's current state it meets all the user's needs regarding firmware patches and tools.
