The only legit cias are the ones that came preinstalled with 3ds bundles. So if you stay on 10.3 until February, you can technically get Pokemon Red & Blue, which come preinstalled on a New 3ds bundle, thereby making them Legit.

According to your signature, your o3ds is on 9.2, so you can just install Pasta CFW and knock yourself out with all the selections of unsigned cias.
