o.0 how is it hard to use...It practically says what to do...
Just open it up, select your language (probably English), click the option tag, go to "IPK file output folder" and select the folder you want your ipk file to be saved to, go to options again and go to the image quality, set it to what you want...then just drag a folder containing the pictures you want in the ipk file into the box. (and then obviously press start)
