Are you talking about the parrot?If so you just run around the areas you would find it,its random where he appears though and when you get to the area he is in the camera will focus on him telling you where he is.

No the phantom Jafar isn't appearing and the parrot. They're not appearing at all they did the first time (twice but don't you have to spot him 3 times?) and then didn't work after that.

Does anyone know how to fix this? Please I don't want to have to start a new game.

Try looking up an faq on gamefaqs and see if you did all the things you needed to progress. I know that faqs might contain a lot of spoilers, but it's never fun to be stuck and it seems you won't get any help quick.
