Yes. It is called a CIA file. You need CFW to install some. About the 10 minutes thing, you will have to wait until someone dumps it and makes it a CIA file.
Or you could use freeshop (Only CFW.)
Or you could use ticket creators (Like CIAngel, again, only CFW.)

There are a few options for this but you won't like any of them.

1. Buy the game.
2. Get it from the iso site (you will have to wait for someone else to buy the game and upload it to the iso site).
3. Get it from free shop (free shop is based on shared tickets so it will not be there until someone buys the game and shares their ticket).
4. Get it from ciangel (also based on shared tickets).

In the end someone has to buy the game before anyone else can get it for "free". You are not going to get it 10 minutes after it releases.

And to clear up another thing, free shop does not have everything that is available on the eshop and never will. Everything on free shop is user contributed, just like ciangel.

Like... Kirby was available before it was even released. I'm not sure what else you want.
