MDS? that's an alternative to CUE (and CCD) for describing the metadata of a CD...
Maybe you can choose the format in the software you're using? I personally recommend IsoBuster (right click the whole disc - extract raw data)

Certainly the cue must not be empty! You can get good ones from Redump (and you can get good PS1 backups from that famous website which mirrors other websites at different dates, although the exact page is obscure)
