If someone were to rewrite the ODE's kernal since it's open source could they made the cheats worthwhile?

I've read a few threads and have read that encounter modifier cheats for Pokémon just can't work but never got the why.

As far as I can tell, broken cheats isn't a kernel problem, it's a problem with the actual cheat files. For the most part, cheats in games works fine for me.

Oh? I've only heard "the cart isn't able to do encounter modifier codes" relating to Pokémon. Someone else had said the cart can't do L button cheats but I don't have any way to validate this.

Weird, i've only seen issues with what appear to be incorrect codes. The fact that people say encounter modifier cheats aren't a possibility is weird, perhaps with those there's supposed supposed be more going on.
