htmlc Type 1 (N64 VC manual)

I'm trying to extract the manual data for N64 VC titles. Starting with Mario Golf they encrypted the ARC file containing it. It apparently uses the same compression as romc. Now, the problem is, it's Type 1 compression. The existing decrompessor for Type 1 only decompresses ROM files and fails on the manuals, saying "Decomp size 0." romchu decompresses both romc and htmlc, but it only works for files with Type 2 compression and trying to use it on this file yields "Expected type 2 romc, got 1." So...is it totally impossible to extract htmlc with Type 1 decompression? Because it looks like it is.
