Never heard of skeleton key cias. But yeah, pretty much. It only works with the ones that are preinstalled with the console.

It says this CIA can't be imported to nand

CIAs not installing? They must be legit CIAs, you can't have devmenu install whatever, nor can it downgrade NFIRM with it's title downgrading features, (trust me, I've tried) it's only use is for not having to run a exploit to run FBI.

I have no clue then. I installed devmenu and never got to use it. I was able to downgrade.
