ROM Hack How to open bin file?

I unpacked rom with DS Lazy and I've got utility.bin. I know it is an archive but I don't know how to unpack it. Do you have some suggestions?

utility.bin files are usually connected to the wifi and nifi aspects of a game (open it in a hex editor and you will get messages in ASCII like "can not connect to the server"/"can not resolve DNS"). On rare occasions I have seen them or similarly named files in RPGs for something else but that is usually just text and will be with all the other files like it.

That is about all I know about them though as the wireless stuff is not usually my concern when hacking roms (all the important text is client side and what is in the utility.bin is usually in a European language even for Japanese roms).

Hex Workshop (older version), features a lot of manipulation options (byte flipping and boolean logic especially). Although it is not brilliant and lacks a few features I like from other editors it is the workhorse for any rom hacking work. http://www.bpsoft.com/

Also I use spreadsheet apps as they have awesome hex manipulation abilities (ability to set up crude algorithms and run analysis) for rom hacking.

I also test out new hex editors all the time when I come across them.

I unpacked this bin file with Tahaxan and it has several files inside. I'm interested in one of them named sound_dat.sdat.l. Tahaxan tell it's compressed file. I know how to open sdat file but I don't know how to open sdat.l file. Do you know something about sdat.l files?
