Gaming How does one make a Deltarune mod on Linux?

I'm so bored, I wanna make a Deltarune mod that adds a new chapter and shit, but I have the following hurdles to deal with:

1. I'm retarded and have no coding experience.
2. I use Linux, whilst most tutorials out there usually feature tools that are Windows / macOS exclusive.
3. I'm using a low-end Lenovo laptop running Ubuntu 22.04 as my daily driver.

I highly doubt I'll get any help with this, but I'm just asking.

do the tools not work with wine?
I'm not familiar with how much coding deltarune modding needs but most windows tools should work just fine under wine

Highly doubt they do. I've tried using Wine before and:
1. The programs I'd have it launch, regardless of size or purpose, don't work.
2. Wine doesn't have proper USB capabilities.
and 3. I'm trying to steer away from Wine in general.
