How do I open a .rom file?

There's this game I want to extract music from but the romfs folder just contains a .rom file. Is it possible to open/unpack it? I can't find the full soundtrack anywhere so this is my only option.

You can use a program like Switch Toolbox, but this requires your console's keys to decrypt the contents.

The game is Higurashi no Naku Koro ni Hou. The romfs folder has a data.rom file inside it, which contains the bgm if my hex editor is to be trusted.

I don't see my file in Switch Toolbox's Open menu when I go to its location. Is .rom not supported?
