Sorry, if you had had priiloader installed or maybe bootmii as boot 2 it could have been fixed but without those it's not possible.

No, because bootmii iOS needs the homebrew channel to boot which can't be accessed without a system menu or priiloader.

What kind of NAND flashing device is required to flash the a NAND backup onto the Wii memory? I've never seen one used.

If you find it costly.I think you can get a new wii motherboard.

Did you try savemiifrii dongle.It is not available these days.Maybe ask your friends or neighbours.

If you get your wii back use bootmii as boot2 as an antibrick.(boot2 not IOS).
