As you know, Recently the browser does not work anymore until you update the console...
I was wondering if anyone can port a web browser like Opera Mini or something for homebrew channel, is that posible?

It is possible. It's just a very difficult thing to design and implement even when you're basing it off a pre-existing browser implementation.

That said, I don't know anyone that actually uses their 3DS for casually browsing the Internet in the first place. If you really needed a browser for something, you can use the YouTube app although it's not trivial.
