So I have a JPN new 3DS on 11.5. I have another new 3ds already with b9s installed. Any way I can change the region and do a DSIware transfer?

Nobody has ever successfully done a system transfer using a region changed console. There's no proof it doesn't work of course, so feel free to try it if you want to.

No. As far as I'm aware you need to buy DSiWare from japanese eShop and that would be impossible. Unless your hacked 3ds never visited eShop of it's own region.
