We do that too.
It's called Zakat/Sadqah. Look it up.

Dude we do all of that.
Let me explain a bit:
- Zakat is complex, but the most simple form is taking 2.5% of your income each year and give it to the poor.
- Sadaqah is what you take out from the kindness of your heart to the poor.
- "Iftar saem": we do that in Ramadan, we pay (not really much.. $5 maybe .. obviously more is always appreciated) for the sole purpose of feeding the poor during this month
Donation to Africans and whatnot fall under the Sadaqah, some people even FINANCIALLY ADOPT a child.. my father does it, and lots of other people do that as well.
People also donate to build houses, mosques, and water wells in those poor countries..
Those are the teachings of Islam..
As for why dont 100% of people do it? (if thats your question) its kinda like asking why doesnt all christians go to church?
Not everybody follow the teachings the same..
Some people are just Muslim by name (as in, they know nothing about Islam, they are Muslim because their parents are Muslim or something)
some people might pray and fast and they would think thats all what islam is about.
some people would only do (in a similar case to this) zakat and forget about Sadaqat since its not "required"
some people do what I wrote above
and some people might even do more!
