To unlock all crew members, liners and submarines or else how to modify the data in HxD and the player's level

i dont think you can modify the save, i used to play it in 2014, and even spent 10$on the prenium version, after the player base dropped off, i stopped playing it completely, now its just a homebrew entry point now. Theres no hack i am aware of that modifies it. Sinces it a purely virtual app, i assume there are measures in place to prevent hacking.

Maybe yes, but the game is not very well protected since i came across many hackers online, which is strange considering that they use nintendo servers while hacking and still don't get banned

Why shouldn't it be possible to modify the save? You could create a NTR Cheat Plugin..

Unfortunately there are only two plugin ntr codes for steel diver sub wars. Would it be possible to add some for the coverings, crew and submarines ?

Well I think by coverings you're talking about the "skins"? It's a couple of months ago since I played Steel Diver Subwars. But it should be possible in general. The only problem is, that it's a pretty long time ago when I dealed with NTR Cheat Plugins and I'm inactive a the moment.

It would defintely take some time to create cheats for this, because you'll have to unlock everything at least once manually. Basically your doing a RAM Dump with NTRDebugger before you unlocked something and right after you unlocked a specific item you do another RAM Dump and then to a comparison with Cheat Engine to finde differences between these two dumps. After you found the Values where the Data is stored you can write the Gateshark code/cheat for it and convert it to NTR Cheat Plugin or directly create a NTR Cheat Plugin. But you would need C+ knowedge for it so it#s easier to create Gateshark codes and let them convert by a tool from Nanquitas^^.

Yes sorry, I was talking about skins. I tried to make modifications using HxD to have some crew members replacing the 00s with 01s but once the backup is delivered, there is data corruption. If only someone will be able to explain how to modify it or create new codes. It will be great

So you dumped the save file of the game, and edited hex values (which one? how did you figure them out?). Well perhaps it's encrypted or some extra datra stored somewhere else. I think creating a NTR Cheat Plugin would be the easier way to go^^. To figure out how you can create new NTR Cheat Codes use the search function at GBATemp and well.. here is a site for Gateshark Documentation https://github.com/imthe666st/NTRClient/wiki/Gateshark. I got some help at the Nintendo Homebrew Discord some months ago. I'm sure they'll perhaps give you some tips.
