indeed, and people are still using ref00d, which I think need a keys file of some sort. the keys are the same from 3.60-3.73. I forgot what 0syscall6 actually does to make newer games work, but it wouldn't work if the keys had actually changed. it says that on the github from what I remember.

I think the only difference between 3.65 and 3.60 is that some really old homebrew won't work on 3.65.
You can't install 3.60 on some newer vitas though, so the guide now recommends 3.65.

Latest version of vitacheat only works on 3.65 if you care about that.
