Homebrew GYTB master custom badges program?

how do i actually use the GYTB custom badges program? i cannot get it to work even though i read it's manual and did exactly as it said to do but for some reason it doesn't want to open in homebrew OR on the pc. am i missing something?

    If your throat closes, putting oxygen in your mouth will not solve anything - as you will be introducing oxygen prior to the area of obstruction
