hey eveyone first time using my 3ds since jan 25th of this year and was wondering of gm9 v1.2.8 is the newest or oldest and how do i update etc

gm9 isn't really something you need to update (as you are not really going to use it that often).
1.8.0 is the latest version and you can update it by replacing the files with the new one.

Get the release from here
extract the "gm9' folder to your SD card's root. Put the " godmode9.firm" and the "godmode9.firm.sha" in SD:/Luma/payloads.
