Hacking GH6 Blank Shop

I have a GH:Warriors of Rock backup and it works fine. However when i go to the shop no DLC appears. I'm using a NTSC wii, 4.2
I saw that others had this problem with no solutions. Is this anti-piracy protection and can it be fixed?
