ROM Hack GBA - Codebreaker rom to roms

I have tried and it's not working. I got the codebreaker rom and have choose what game to enable the cheats. After pressing start, it don't boot to the cart again and just black-out. Is there a way someone can make or combine codebreaker rom with a gba game roms. That way when you enable the cheats; it goes str8 to the game. I don't like patching cause most of the patching doesn't work. It either black-out/white-out, game freezes, or codes doesn't work at all.
