I was wondering if I could use a game without online capabilities (Majora's Mask) as a header for all of my games to play online. If I can, can I also use the same header from Majoras Mask on two different 3ds' at the same time (Me & My Brother's).

1.Yes, you can use one header for all of your games
2. yes, you can use a header from a game without online capability
3. It's recommended against using the same header on different consoles at the same time
(But, most people who do it don't have any issues)
