I have had better success with holding vol + and then doing a restart

Alternatively just try a paperclip without a jig. It's primitive but it will let you see that it's your jig and not your console

you have to hold both volume +/-. just just volume +.

You hold VOL+ and then press power (do not hold), connect to PC and you're good to run the payload.
