Gaming Final Fantasy X font edit

Hello. I'm trying to translate Final Fantasy X HD (Steam) into Turkish. I've learned how to edit the texts, but I can't figure out how to add the Turkish letters 'i, I, ş, Ş, ğ, Ğ and ç, Ç' to the game.
I have converted the files 'font_0_0.dds.phyre' and 'font_0_1.dds.phyre' to dds, edited them and packed them back. But I think I need to edit a file called tuffy.fgen.phyre (that's all I know). Which program should I use to edit this file? I can't open the file. Do I need to edit this file to add fonts?

Whatever the font file is, it's almost certainly a proprietary file format. If the PAL region of the game doesn't have the same font file but with those extra symbols, then you would have to consult knowledgeable members of that game's modding community (if it has one) to see if that particular file format is understood and/or reverse engineered. If not, then you or someone will have to reverse engineer the file format, once the binary code is understood a tool could then be made to edit that file / build a custom file that includes those symbols
