    Is there a famicom disk system emulator for ds?

    Unless NesterDS+ supports it (which I doubt) then no there isn't. However, if you have a slot-2 device you can use the HVCA emulator for the GBA, which supports FDS files as long as you have a valid "disksys.rom" file.

    nester ds +, you need the famicom bios though for it to work though
