OP, what you've found is an auction.
Ebay isn't selling the game. A guy going by the name "mikelogan-half" in St. Petersburg, Florida put the auction up on ebay.
At this moment the price has risen to $12.50, with 10 hours to go before the auction closes. It will probably rise even more.
Lots of ebay auctions will ship to anywhere in the world. You just have to look for the words "Ships to: Worldwide"

So today you learned a few things.

And the final thing we've learned from this thread
is that many of the members of this site are assholes.
