I'm on a Japanese N3DS XL (not region swapped) and every time I launch Zelda ALBW I get this error. I've already tried redownloading the game from multiple different regions. Any help would be appreciated.

Well, at this point you can't rule out an SD card problem. There's no other obvious reason why it wouldn't work.

Connect the SD card to your PC, copy everything off the SD card with Roadkil's Unstoppable Copier, format the card, test the empty card with h2testw, and copy everything back if the test is okay.

Maybe it is an SD card Problem, because when h2testw was writing I kept getting this error
"Error writing file 'G:\19.h2w', offset 0x6d00000.
It is still possible to verify the test data written up to this point.
(Data error (cyclic redundancy check). Code 23)
Writing speed: 8.10 MByte/s"

Yes, you should probably stop using that SD card.

All you need to do is get a new card, format it as FAT32, and test it with h2testw again. Then you can copy all your files to the new card and everything should be exactly as it was. (Do not try to use the card in your 3DS before you copy the data to it.)
