I have this exact issue with FBI.3dsx (latest) on 10.6 emunand
Install FBI.cia and you will be able to install cia's but FBI wont let you delete the cia in a dir.
For that you will need to use DevMenu.

I have tested FBI from direct boot to HBL with menuhax, browserhax, oot3dhax and arm9loaderhax (currently running arm9loaderhax)
Direct boot to ReiNand > HBL > FBI (Error installing cia's)
Driect boot to Reinand > FBI cia will let you install cia's


Inject inject DevMenu 11.4 to H&S and run DevMenu and you will be able to install/remove cia's

I have also compiled the latest FBI release to date and its the same issue as above.

Like I said, you might have an incomplete downgrade. Use a downgrade checker to make sure you don't have a Franken-firmware.

Used this one and it gave a red screen. Should I use it through sysNAND's homebrew launcher? (Because I done that.)

Cakes apparently has some type of boot menu (im a rxTools user)
try holding L while booting Cakes, might bring up said menu, regardless, you have to enter said menu and configure patches from there

could it be a soft brick? Did the downgrade process completed successfully. Doesn't mean it shows 9.2 its been successfully downgraded.
