Hacking error 003-0399

well i was trying to go online with MH4 after injecting with a private header but i'm getting this error instead, i made a quick google search and found this solution

but before actual doing it i wanted to know if there was a better way/anything risky that could happen by doing it

also an unrelated question but is there a way to convert .cia into .3ds file?

I don't know, i just followed the instruction to inject the header of my cubic ninja copy into the ROM

The error is about the Nintendo EULA, it ask me to accept it but when i do so instead of connecting it give me that error and says i didn't accept

The ROM is US but the 3DS is EU, i was able to go online with US game on the Wii so i didn't think this would become a problem
