PS1/2 ePSXe/PcsX

Personally, I'm a fan of pSX. Why fuck with plugins if you don't have to? Granted, ePSXe is probably better than in when you get down to it and do a little customizing but what do I know about PSX emulation.

Because it gives you better control, and in the end a better experience than attempting a one-size-fits-all solution.

Not to mention plugins aren't half as complicated as people make them out to be. There are a lot of power user preferences and because they're not tucked away, it may be intimidating to some people. You don't really need to know what the texture quality options mean in order to play the games. And I can see how a few of them like Final Fantasy Tactics have a couple trips that can send you running to the Emuforums to search for a fix. Although many people can't seem to master the art of searching for such common problems and post anyway.

If you're talking about BIOS files, that's the same thing as asking for roms.

For Final Fantasy VII and VIII the best plugins are P.E.Op.S video, ePSXe SPU core for sound, and P.E.Op.S for the CDR drive.

I use these plugins today and I run FFVII smoothly. I lost my FFVIII game (I create back-ups from my PS discs to play on ePSXe), so I'm not sure how it will run.
