ROM Hack Dragon Quest games and other cheats help

I have download NTR CFW and I have download plugin for Dragon Quest Fragments of Forgotten Past but I cant get the cheat to work.
How can I get cheat to work on Dragon Quest 11 and other games?

If you don't want to do that, there could be a chance you're using a RF/wrong region game, have/not have an updated game, using the wrong activation button(s), or an outdated NTR.
