No, there's no way to make the browser work without the memory expansion.

But you could try homebrew browsers, like DSHobro or the one included in DSOrganise. The both work with the R4 without the expansion.

I am in USA and ordered the DS.Browser (EU) last year - it came with all German documentation. I also own an R4 and Supercard.Lite and can confirm that the DS.Browser (using an R4 and SC.Lite) DOES NOT require the memory expansion pack to work once the rom is patched correctly, to use the SC.Lite instead.

I am sure this has been discussed on these forums plenty of times - especially in the (JP) and (EU) DS.Browser rom release topics.

BTW - I was quite happy to be able to dump this rom to my R4 so I would not have to carry around excess cartridges around with me all over the place.... then I picked up a WM6 PPC through cingular/att and life got much easier with PocketIE!
