does riivolution work without a cd?

hello I want to mod Wii sports resort and I don't have a Wii sports resort cd

I live in a place where I can't buy one from eBay or Amazon and if I ask a Wii seller to sell the disk to me separately on divar they all say: "no, it will hurt the sales. and I won't be able to sell the Wii anymore" or something like that

so can I use riivloution with ISOs?
