You can't just drop a hypothetical ham sandwich simulator and not go into mechanics. Are we cooking it? Eating it? Preparing it? Synthesizing it from a variety of poisonous oils?Has it been ported to the 3ds? Has it been optimized for the 3ds? Is there motivation to do that? You could create a ham sandwich simulator for the 3ds, but you, personally, would need to be willing to invest hundreds of hours into getting it to work.

But yes. Anything that doesn't have mainstream (relative term here) focus from the community will likely require multiple times that in personal effort.
