now than scene is every time better... can be this possible? i want install the white list CIA than do than u can use the banned DS flashcarts but i dnt have any DS flashcart working now on my 4.5

Unless someone finds a way of installing the DS Profile exploit with the new webkit exploit (or simply replacing replacing the Arm9 exploit stage with the new one that doesn't use the DS Profile), you will need a DS flashcart to initiate the process. Currently there's no truly "free" way of booting the currently available CFW on 4.5 yet.
