Hacking CTRPF plugin is not loading.

I just bought a New 2DS XL and I installed Luma with a plugin loader and when I went to play Ocarina of Time, I enabled Plugins, but, the CTRPF GUI was not loading at all.

Here is how I organized my 2DS SD card.
