If you want to go public, thats completely up to you. Im certain once the reason for the ban is officially announced by the people researching it, that they'll already have ways of making sure that another ban from it doesnt happen. If you go public, you'll probably be fine until the end of the 3DS's lifecycle. However, the issue with public friendcodeseeds is that it only takes one person to intentionally go out of their way to ruin it for everybody else.
The general idea is that if you want to stay unbanned, you buy a private friendcodeseed as basically a replacement for your current banned one as if you never got banned in the first place. We're going to see a market of them pop up once the ban reason is announced to get people back online.
These are friendcodeseeds from broken, bricked and display systems sold to you so you can do whatever you want with it, the price is going to be round $40 or $50 whatever it cost to get the system + however much they want as profit.
