Hacking Converting .3ds save to .cia save

This is essentially what I want to do, is it possible? is there a guide? if not, would someone like to assist in making a guide? would it be possible to extract the .3ds save and rebuild it for .cia importing via savedatafiler?

any details would be greatly appreciated and I'm willing to play around with applications and learn. or even create a guide if one is not there.

I've read that over and over again and all I see is a way to export and import saves. it doesn't make any sense to me how it converts and I usually get these things pretty quickly.

It doesn't need to be "converted". The process of exporting it from the .3ds rom converts it, and the process of importing it to the cia converts it.
