Hardware Controllers for Pokkén Local Multiplayer

I keep reading conflicting or ambiguous articles regarding which controllers can be used for local multiplayer in Pokkén.

If the Game Pad is being used by P1, do I have to get the Hori Pokkén controller for P2 or can I just get a Pro Controller?

(Links or source info is appreciated over speculation. I really don't want to waste money on this lol)

ProU + gamepad is all you need for local multiplayer, doesn't specifically need the hori pad.
