Gaming Content Manager Assistant Won't Install

So I'm looking to try following the Vita hacking guide, and the first step is installing Content Manager. Problem is, CMA won't install. It tells me it needs to download Microsoft Visual C++ Redistributable 2008, then throws an error when I let it try. I've tried installing every version of VC++ I could find on MS website, and it still gives me the error. I tried downloading and installing an older version of CMA (1.10) than the one on the Sony website, and it installed correctly, but refuses to connect to the Vita or even update. I've tried it on a desktop and a laptop PC, both running Win10.
