Misc Connecting via Proxy doesn't work

I was following this tutorial where you are able to get some Japan-exclusive quests in MH4U. But I can't get my 3DS working with the Windows proxy you're setting up. It always give me a 003-2101 error-code.

Care to share your ideas?
