I have had this problem for awhile but now I want to do something about it. I have the usb-loader folder on the root of my SD Card and my HDD is FAT32. I can't save any setting nor will it load any covers I have on my SD. Also does anyone know where can I get good themes for Config USB Loader?

Make sure your SD card's write-protection switch is off. That happened to me, and I noticed it was turned on. Turning it off obviously fixed the problem.

EDIT: I just saw you said loading as well...Maybe they're in the wrong folder?
 
Most likely you don't have a config.txt and the correct directory structure for Cfg to function properly. The easiest way to fix this is to install the InSDRoot/usb-loader directory from the latest full release of Cfg to the root directory of either your SD card or USB drive (whichever you prefer).

To be perfectly clear, you should then have an sd:/usb-loader or usb:/usb-loader directory.
