question is can i install cia dlc and game from another region on my 3ds?

To answer this question we must know on what System you are exactly.
What Firmware are you on?
Do you have an CFW and if yes which do you use and do you use menuhax or a9lh?

Luma3DS patches the homemenu to be region free and therefore you will have region free if you follow the guide posted above.
But I believe it makes Problems if you install DLC's from other regions than the game itself so be aware of that and you are good to go.
In addition a CIA-Downloader like CIAngel has the region right next to the title if you search for it. Therefore you shouldn't run into Problems.
