Hacking .cia Updates and DLC works with .3ds?

Hi, i wanna know if i can update a .3ds or put a dlc using a .cia or if that only works with games in .cia

Wanted to ask the same question, but I guess I've just dl the wrong ver or an incompatible ver for my PXZ2 :/
