Yes, that's true. But if you want full speed I think you need a full format, because it wipes the data, correct me if I'm wrong.
AFAIK there shouldn't be a difference. The major issue for speed on flash memory is fragmentation, and once you clean the partition table it just ignores the data that was there previously, and copying over the data back on should copy over unfragmented. I don't have a perfect understanding of flash memory though, but I do have some understanding of how general storage devices operate.
